Apprehensions of unaccompanied Mexican kids reached an all-time high last year, when U.S. Customs and Border Protection (CBP) reported the capture of 17,240 children. That’s an average of 47 per day, or 42 percent of the total unaccompanied child caught by Border Patrol. Over 1,300 Central American Immigrants Detained in Mexico enroute to U.S.

Published at 6:34 am EST, March 3, 2014 Military personnel and National Migration Institute, or INM, agents detained 1,438 undocumented foreigners, the majority of them Guatemalans, during an operation in southern Mexico, officials said Sunday. “Operation Soconusco II,” which took place from Jan. 17 to Feb. 14 in Chiapas state, also led to the arrests of 74 other people, of whom 70 are Mexicans, on drug, people trafficking and other charges, the Defense Secretariat, the Navy Secretariat and the INM said in a joint statement.

Authorities detained 955 Guatemalans, 241 Hondurans, 218 Salvadorans, 14 Cubans, six Nicaraguans, an American, a Panamanian, a Dominican and an Ecuadorian. Officials labeled the detentions of the immigrants a “rescue.” “Via this interagency operation, we protected and safeguarded the physical integrity and human rights of those who in their transit through Chiapas state were victimized by criminal organizations dedicated to extorting (money from) migrants,” the agencies said.

The security forces seized vehicles, chemicals, drugs, firearms and cash, among other property, from the suspects, officials said.

An estimated 300,000 Central Americans undertake the hazardous journey across Mexico each year on their way to the United States.

Specifically, the President has requested your support on emergency supplemental appropriations legislation providing DHS with $1.5 billion for fiscal year 2014 and 2015 costs related to surge in unaccompanied children and families. Of this amount, $433 million is included for CBP and $1.104 billion is included for ICE.

Of the $433 million included for CBP, $329 million is for operational costs to include care, feeding, and transportation costs of unaccompanied children and family groups. In addition, this amount would provide $35 million for new processing and detention facilities at Nogales and McAllen. Finally, the request supports CBP’s efforts to detect and interdict unaccompanied children across U.S. borders, including $29 million for increased CBP support of the Border Security Task Forces, particularly along the Southwest Border, and $39 million for an additional 16,526 flight hours (above the level in the President’s FY15 Budget request) and 16 additional crew members for CBP’s Unmanned Aircraft Systems.

Of the $1.104 billion included for ICE, $995 million is for operational costs to include the detention, alternatives to detention, prosecution, and removal of family groups, as well as transportation costs of unaccompanied children to HHS custody. Another $109 million is included to support increased efforts to detect, disrupt and dismantle efforts to smuggle unaccompanied children and family groups across U.S. borders.

The requested amount would include $116 million for operational costs associated with the transportation of unaccompanied children to HHS custody, and $879 million for 6,350 additional family unit beds, 23,000 additional alternatives to detention participants per day, additional prosecution capacity, and related transportation and removal costs for family groups. Finally, the request strengthens ICE efforts to detect and disrupt efforts to smuggle unaccompanied children across U.S. borders, including $46 million for 179 additional members of the Border Security Task Forces, particularly along the Southwest Border, $38 million for additional domestic and international investigations and intelligence support, and $6 million for Operation Torrent Divide.

Leaked Memo Shows What Democrats Want From Obama On Deportations

Top Latino lawmakers have been lobbying the Obama administration to enact specific executive actions on immigration, according to a memo obtained by BuzzFeed.

Sent by the Congressional Hispanic Caucus in April, the document outlines five executive actions President Obama could take, including the expansion of the program that allowed undocumented immigrants brought by their parents into the country as children to stay here legally.

Obama announced Monday he will takeexecutive action on immigration later this summer. The leaked document, obtained from a source close to the CHC, is just an early instance of what will likely be weeks of jockeying by lawmakers and activists about what Obama should do on deportations, how far he should go, and when.

The CHC memo to Department of Homeland Security Secretary Jeh Johnson includes five suggestions for administrative actions the president can take along with six suggestions for “humane” enforcement reforms the DHS can make.

Chief among the executive actions would be an expansion of Deferred Action for Childhood Arrivals (DACA), beyond undocumented youth known as DREAMers who received it initially, for undocumented immigrants who are low priority American workers and those who would benefit from the Senate’s immigration reform bill.

The memo also calls for an expansion of “parole in place” to more undocumented immigrants, which would temporarily protect them from removal and give them the ability to work in the country. The lawmakers give the example of a deferred action recipient who marries a U.S. citizen and doesn’t have to leave the country to apply for a green card.

The letter to Johnson also suggests forgiving immigrants who have had periods of unlawful presence in the U.S. despite now having a certain lawful status.

The memo also seeks to keep nuclear families together or unify them by extending humanitarian parole to the family members of DACA recipients, including some that have already been removed from the country.

Lastly, it recommends administrative action that would allow undocumented immigrants with certain legal status to enlist in the military.

The suggested enforcement reforms include clarifying the extreme hardship waiver, refining prosecutorial discretion, limiting deportations without hearings — and a big one — ending the controversial Secure Communities program that facilitates detention, finger printing and deportation of undocumented immigrants.

Sen. Bob Menendez, who previously announced support of stopping deportations for the immediate families of U.S. citizens, DREAMers and lawful permanent residents (LPRs) at the National Council of La Raza’s 2014 Capital Awards Gala in March, supports the leaked CHC memo.

“Sen. Menendez fully supports the recommendations made by the Congressional Hispanic Caucus,” Juan Pachon, his deputy communications director said in a statement to BuzzFeed.

“In light of House Republican’s intransigence, Sen. Menendez has encouraged President Obama to use his executive powers, particularly to expand the Deferred Action program to stop or suspend the deportation of families and long-term residents.”

The president previously called for a meeting with the CHC after it was set to release a memowith demands on him to slow deportations in March. When they voiced concerns, he told them to bring their suggestions to Johnson.

The leaked memo is a window into the CHC demands, just days after Obama’s announcement that he will pursue administrative actions alone because House Republicans refused to move forward with legislation a year after the bipartisan Senate bill passed.

“The antidote for do-nothingism is doing something and the President is doing for the American people what the Republican-controlled Congress refused to do,” Rep. Luis Gutierrez said after Obama’s announcement.

“This is the president I voted for. The Congressional Hispanic Caucus has already submitted a list of actions he can take under current law to add some rationality to our irrational immigration system and I look forward to working with him to vet those ideas and others he can take to help the American people.”
